I downloaded the picture and used photo editor to enlarge it and adust the brightness and contrast. The frame appears to be made of flat stock and strap. It appears to me that much of the original frame may have been wood with the steel bolted to each side. It is does not look strong enough to be a loader or transporter or any type of tillage tool. It looks like it could have been more along the line of a dust applicator or flame cultivator (don't believe it is either). The arms appear to be more for positioning something light rather than lifting or pushing. From the size of the blade or loader bucket in the upper left side of the picture it does not appear to be very large. If you take another picture you might want to stand something beside it for scale.

Not sure because of the dark picture but it looks close to some of the implement carriers used to transport disks and packers down the road before wheel disks. I have also seen hay rake frames that was arched and gusseted like that. In both cases there would be tires at the bottom right of the picture.

Dick, there are spindles in the back where wheels should be, I think they even steer too. I think your onto something. Mike

Whoa, that's a puzzler! Looks a little like a loader frame, but you'd have known if it was, I'm sure.

Any chance of a clearer picture? Hard to see the details on the far end of that thing.

Sorry about the crappy pic. I'll wait till the next really sunny day with a little snow on the ground for a good contrast. Is there really a market for this reall old stuff? I'd rather see it goto good use then scrap it. Mike

If it's a disc transporter like Fred says, (and from the spindles, it sounds like that's what it is) I'd certainly think someone would give ya a couple of bucks for it.

Wouldn't mind having one myself, but shipping would be a killer.
