2-row Ford corn planter, very odd attachment?

Last saturday I bought a Ford 2-row 3 point corn planter for $105. Overall in good shape, good fertilizer components, five sets of plates. Just needs a little paint. One of the fertilizer bins has a 310 decal on the back. It is a toolbar type planter, the row units are driven by it's own press wheel, not both by a single shaft like a 309. The shoes have slanted pieces on the side, I have seen other Ford planters with odd shoes. Do they work better? What really seems odd to me is that it has about a 8" coulter type of blade a few inches in front of the shoes, it's almost like a 6" long by 6" diameter pipe and put a coulter through the middle. They flex up and down. What's it for? One of the seed bins has a faded decal that says "BRIDGER ROW-RUNNER" with a road-runner looking picture. Could that be the aftermarket odd-coulter? Thanks in advance.
