Convert surge to electric brakes on trailer?

I ran across a 'deal' on a utility trailer (16', tandem, 3500 lb axles) that had surge brakes instead of electric. Of course once I get it home I discover the master cylinder on the no name actuator is dry and rust filled (did I mention the threads on the cap are stripped completely?). Can only imagine what great shape the brakes are on the axle. At least the wheels didn't fall off coming home. Having no clue where to start to find parts without some kind of name/manufacturer I'm thinking I should just convert this thing to electric brakes. Northern has the backing plates as well as the battery/breakaway switch set up and I need to put a controller on my main tow vehicle anyway for another trailer I would like to pull. So 2 questions - am I insane to think about this conversion, and do I need to change the drums also (I read in an earlier post about electric brakes that implied the drums are different?).

Thanks in advance for any opinions/experiences.

Most of the 3500# axles with brakes that I have dealt with have been of the Dexter design. I have changed from surge to electric on one trailer because the same condition that your unit is in kept reoccurring. The trailer had multiple users and others did not seek to maintain it. The electric brake mechanism bolted right up and used the same drums as the surge unit. If the surge actuator is a Dexter you can buy a replacement master cylinder for a lot less money than converting to electric. Try doing a websearh for Dexteror try Redneck Trailer supply they are on the web and can supply most parts for utility trailers. By the way the same users that did not check the master cylinder on that trailer would later let the brake connector drag or forget to disconnect and pull the connector off. They are all good with proper maintenance and will all fail with misuse.
