What is a IH PO-816C?

Is it worth fixing up to use?

The PO part could be P & O who made international harvester plows I understand. Sounds like a horse drawn rig you have. You won't want to pull a horse plow with a tractor very much if you can help it because that plow just isn't built for that much pull. Otherwise, you will have to see what all is rotted away. You have to have good wheels and plow share and if not, it might make a better yard item or parts machine. I saw a p&o sulky bring $30 last year at local sale.
