Comparison between a rotary cutter and a flail mower

I need a new mower and can't decide between a rotary mower (bush-hog) and a flail mower. I cut mostly flat grass areas, but occasionally I will cut some brush (up to about 2-inchs). I have cleaned out all rocks and other objects that would beat-up either mower. I like the idea of the flail mower cutting grass to a height of 1/2 inch, the rotary cuts to about 2 inches. I know the flail is about $1,500 more in initial costs. What about cost to replace the cutters? How often are flail cutters replaced? Which one will give the smoothest cut? Which one will last the longest with moderate use?

All pro or con advise is welcome. Thanks

You have a lot of questions..!! As far as efficient use of power, the Bush Hog wins..!! Flails are kind of power-hungry... I can run a 6' Bush hog with less than 30 HP--w/JD"B"--even in 4th gear, sometimes. My 917 Ford flail needs more than that-My JD "60"can hardly run it in 2nd gear, if the knives are not sharp. Knives for the Ford flail are $2.20 each and there are 33 of them. Sounds like you may be farther ahead to get a 6' Woods finish mower...I really like mine. I have a 6' Bush Hog, the Flail, and a 6' Woods.
They do each have their positive points--But, if you are cutting 2" stuff, you will need the Bush Hog-the flail will not cut heavy brush..!!! The flail will do a nicer job, than the Bush Hog-in weeds, and tall grass, but you will have to figure out something about those 2"trees.!!!
