Baker Fan Building suggestions.

I am going to attempt to build a baker fan. I am by far no engineer. I am thinking of using the axle out of a truck rearend so i can change tire sizes. Now i need some input on how to attach the sails. I have some real heavy sheetmetal used to make trailer fenders and the access to all the different sized flat bar i need. Im gonna build a frame and use to pillowblock bearings to attach the axle i just havent decided how to attach the sails to the axle any help is always appreciated and if there are some close up pictures i would like them. Plywood was used to make the paddles on Baker fans I've used,The heavy metal will be a heavy rotaing mass,make it strong but light.
The paddles were bolted onto "light" angle iron that was welded onto the rotating shaft.Welding these evenly spaced is a must as far as balance is concerned.
Are you planning on using a tire as a pulley? Remember that pulleys are usually between 7 and 9 inches in diameter so a tire of 15 or 16 inches will be too much.
Pulleys can be found at tractor graveyards that may work better for you.
I'm still trying to locate some photos.Where are you located?
Don't take what I've mentioned the "wrong" way,I'd like to see you build this,and I'm just offering suggestions.

My Idea on mounting the blades to the shaft would be to have a pipe clamped to the shaft and weld the blads to the pipe

It seems like it would be eisier yo build a Prony Brake. Ive seen both used at the threshing show I attend every year. A Prony brake has about all that a baker fan has, except there are wood blocks that go around a pully where the fan on a baker fan are. The wood blocks kinda act like a band brake as they are attached to metal that is hinged at one end and fastened to a screw apparatus on the other. The person operating the Prony slowly screws down the band against the pulley which creates drag against the tractor being tested. How either type is calculated as foot lbs applied against the tractor being tested I cant say. Ive seen it 20 times, and am yet to understand it
