Bush-hog Advice For Dummy Needed!

I decided to take my bush-hog blades off and replace them- after taking them off, my neighbor informed me that "they're not too bad"- and then I discovered that new ones were $36 a piece! -so I sharpened the old ones with a grinder, and reinstalled them.

Question: My bush-hog is one of those "rock-jumper" kind. When putting the round thingie back on (the thing that the blades bolt on to), I can tighten the nut all the way up- but thyen, the hole in the shaft for the cotter pin that goes through the castleated nut is way down past the castleations- or, I can just tighten it somewhat- and keep the nut in the vicinity of the hole for the cotter pin. Which is the right way???? (the shaft that the round thingie bolts to is splined)

That round thing is called a stump jumper, and should be on tight. It put enough washers on the bottom of te stump jumper to get the nut down where it should be so there is no play
