Baler won't tie

I just got an old case baler going. One knotter won't let the knot slip off the bill. It just keeps balling up till it's a wad of twine. What can I do to get this thing to work? Appreciate any advice since I know nothing about balers.

Thanks Charlie

According to my IH manual you have Condition #14:

"Needle twine is wrapped around shank of knotter hook as the result of being looped over the knotter hook roller."

Causes and Remedies:

Needle missed laying twine into wide notch of disk on upward stroke.

A) Insufficient twine tension
B) Speed of baler is too high
C) Improperly adjusted or bent needle
D) Improper timing of cord disk
E) Needle is improperly threaded
F) Twine not threaded through slack arm spring

or you might have Condition #17

"Knot has failed to strip"

A) Knotter jaw tension too tight
B) Twine knife is dull or not properly adjusted

You might also check whatever devices there are along the twine path to establish and maintain twine tension. My experience has been along the NH and Deere lines, but I would think Case has some sort of way to keep the tine taut but not too tight. If the twine is hanging up when those needles go home to establish the knot, that can mess things up too.

It sounds as though the arm that wipes the twine off the twister hook is not set close enough to the twister hook. Trip the trip arm and turn the baler over by hand and watch each step of the tying process. After the tying is complete the last thing to happen is an arm wipes the twine off the twister hook and cuts the twine off at the same time. Be sure the knives are sharp too. If you are close to an implement dealer see if you can get a manual on any make of baler that explains the process and how to set everything up. Good luck! Oh, one more thing. The jaw that holds the twine on the twister hook might be set too tight and not letting go of the twine when the arm wipes it off.
