Am working on this baler to get it in running order. It has been sitting for about 10 years, mostly inside. After some greasing, oiling and gentle turning of parts by hand, I've got everything free except the plunger. It moves part way, but still doesn't want to make a full turn. I have the main chain off so just the plunger moves when I turn the flywheel by hand. Anyone have a "sure way" to get the plunger freed up? I know I'll have to re-time things but I have a manual and that explains the timing process. Thanks for your help.

Before I tried forcing it I'd try and "grease the skids" with some wd 40 or other penetrating oil. I'd also loosen the track adjusters to make sure the rust on the guides don't wedge the plunger in there in tighter. If you've got the chain off, and the stop block wedged open, there's no reason she shouldn't turn.
Course if I were feeling real lucky, I'd hook her up and try turning her with the tractor PTO, see if I could get a little momentum working for me. Make sure the needles are all the way home before you try it!

I have that lock blocked with a board so it's not catching that. The plunger doesn't get that far back before it binds. I'm pretty sure it's binding from the rust and dirt packed in the tracks it moves in. I've vacuumed some of the lose stuff out of the tracks but it still binds. Would it be safe to hook a type of puller on and gently force it?

Take a putty knife and scrape the dirt and old hay chaff out of there, then grease up the tracks good and try that.

If it's not a "super" model then the plunger is riding on wood bearings (strips of white oak). If so, the plunger itself wouldn't be the problem.

If it is a super series you very well might have a frozen or non-existant roller. You should be able to view these from the bottom of the bale chamber.
