1944 JD A DOESN'T START

I have a '44 A, hand start. Seemed to run fine about a year ago, when I realized it needed governor work. Have replaced governor parts, put things back together, have properly timed magnito and am getting spark to the plugs. Plugs are brand new, have been properly gapped. Points have been properly gapped, carburator was renewed not long ago. Have new gasoline in it, but cannot seem to get it to fire. Can't pull it to start (yet) because I have the steering shaft and wheel off and do not want to replace until I'm certain I don't have to take it back off. Any suggestions on what I can do to diagnose the problem? Any help would be greatly appreciated.

JKC, take the L/H spark plug out & lay it on the block with the plug wire still attached, then turn the flywheel in the starting direction & make SURE you are getting a blue spark as the L/H impulse on the flywheel lines up with the case mark [at 3 o'clock behind the flywheel] on compression ... If that passes the test then take a known good old spark plug & open the plug gap to 3/16" & see if you get a blue spark across that gap [if not suspect the mag]... If so move on to the carb, set the load needle to 1 turn out from seated & set the idle needle to 2 turns out from seated... If OK there make sure the choke plate is actually closing [don't count on the external linkage to show the choke plate position], then open the carb bowl drain & make sure you are getting a good fuel flow. If OK so far you are probably fighting a compression problem or internal carb problem. ~Try putting about 3 oz of 2-cycle oil in each cylinder & turn it over a few times with the petcocks as closed as you can, then try to start it. If still no start run a compression test during hand cranking. If you still can't get it started, try cranking it with the petcocks as closed down as you can & still barely turn it over. ~I guess the bottom line is, if it has good fuel [to the cylinders], & good compression, & a good blue spark at THE CORRECT TIME it will start. Now if you have exhausted all the above you might have to pull start it the first time..
