Could you tell me why it runs perfect under a load but it idles erractly when not under load. Carburator has been completely rebuilt. New bushings and seals.

Chuck, when you say erratic is the engine just not running even , or is the governor hunting, or, are you just getting an uneven exhaust note?
~Those single barrel carb, 2-cylinder engines do run somewhat uneven at idle as the L/H cylinder uses most of the fuel/air mixture just before the R/H cylinder fires. ~Are you complaining because your tractor is worse than other AR's or is it real uneven & misfiring at idle?
~Does putting the choke partially back on help? Have you done a compression test [hot]? ~If your tractor is worse than other A's make sure the throttle plate is not worn & is centered in the bore, make sure the idle circuit is clean & free from dirt & rust.
~Have you tried adjusting the idle stop & stop screw against the stop spring? That spring can have a big effect on how steady the idle speed is held at by the governor.
~Other things to consider are worn valve guides & worn cam lobes, or a vacuum leak. ~Try to give us a little more tractor history & what else you have done so far.

the gov does not jump arond but at idle the rpm goes up and down sprade carb cleaner around intake with no change i thought it was sucking air put it in gear and put a little presher on it it clears right up and runs grate

Chuck, will it settle down if you hold the carb throttle shaft in one place? If so, is the idle stop spring still there? If so, try turning the screw that contacts that spring in farther.
~If the above doesn't help I suspect you have a carb problem with the idle circuit or worn throttle plate.
~You might try setting the idle screw to 2 turns out from seated to see if that helps.
~Have you tried putting the choke back on to see if that helps the idle? If so suspect the carb.
~Without having the tractor to work with it's kind of a guessing game, but your symptoms point to the carb idle system. As soon as you open the throttle a little the carb supplies fuel through the main/load system & the idle circuit becomes less of a factor.
~Who did your carb work? Were all the idle circuit holes cleaned out & are now open? ~Do you have the correct carb on your AR?
