I pulled my belt pulley and 1st reduction cover off my G. What I've been told is the brass pulley bushing should be locked tight inside the belt pulley & spinning on the crank shaft not locked on the crankshaft like mine is. My question is what is the best fix for this problem? Also could I just take a punch and mark the inside of the belt pulley in a few spots to lock the brass bushing to the belt pulley?

Gary, you at least need a new bushing. That bushing is a tight press fit in the pulley & is supposed to have a running clearance on the crankshaft.
~If that new bushing is pushed into the pulley with the correct fitting driver it won't have to be reamed after installation. ~If you do anything to change the bore diameter of the pulley you will probably need to ream that bushing to fit the over the crankshaft.
