JD 830 power steering problem

Hello 2-cylinder owners! I have been asked by a friend to examine his 1959 JD 830 2-banger diesel. I have not personally seen the tractor yet but I am told that his steering wheel oscillates back and forth at idle. These oscillations continue as you turn the steering wheel, although the power steering pump and mechanism apparently do work. I am familiar with the power steering set-up on the 2010, but I have never worked on a 2 cylinder before. Does anyone have any ideas on what to look for when I see it this saturday? He says he has the power steering manual, but again I have not seen it yet. Thanks for any input! Joe Stewart
