I have a 60 that first I thought the governor needed work...but now I think its in the carb. Sitting still the engine runs about 2/3 throttle even if I grab the rod going to the carb and pull it back which it should idle down but it doesn't. Any comments or suggestions? thanks...I enjoy this board.

Jim, start with a full throttle linkage rod adjustment..

To do that --
Remove the throttle rod at the carb,, then hold the carb & governor arm at the full throttle position,, then adjust the rod between the carb & governor arm to be 1 hole size short of entering the carb top throttle shaft lever hole ..

If the above doesn’t help you could have a thrown inner governor weight [there are 2 weights in that governor]..

It wouldn’t hurt to verify the flat spring on the governor arm is the correct one & not bent, or that no one has installed 2 springs on that governor lever..

What confuses me is I manually push the lever all the way forward and the speed doesn't decrease. Shouldn't it throttle right down?

--Yes, it should slow down.. It sounds like for some reason your linkage is way out of adjustment or your hand lever stop bolt is way misadjusted.. When you pull the hand lever back does it force the carb to return to idle & touch the idle stop spring? If not, remove the linkage at the carb & see if you can manually return it to idle.. If you can, you have linkage problems or something jamming in the governor.. If you can’t manually bring the carb lever back to idle you might have a loose or jamming throttle plate inside the carb..

I'm sorry...I did't explain it like I was thinking. If I pull the hand throttle back to the stop and I'm not moving, the tractor will run appx 2/3 speed. The throttle shaft at the carb rotates forward and bottoms the idle stop screw out but the engine continues to run fast until I put it in gear and move it then it idles down. I hope this explains my problem better, my fingers sometimes don't know what my head is thinking. thanks.

Have you checked the ignition timing? If it is advanced to far the engine will not idle down correctly under no load condition. But start loading it, driving it around, it will idle down
