My description of the runaway 60 throttle problem wasn't very good. If I pull back on the throttle lever the engine continues to run fast. I checked the throttle shaft on the carb and it is being pulled back by the governor ok. The throttle shaft rotates until the idle speed screw bottoms out. I would think if the idle screw is hitting the engine should slow down but it doesn't. I think the governor is working as it should. I hope this explains my problem a little better. thanks.

If you don't have problems in the carb, I would think the logical place to look is in the governor, for some reason it is not backing off.

I would try backing out that idle stop screw to see if it will slow down.If that doesn't help enough take off the carb. and check for a throttle plate that is bent or loose.If this just came on all at once and that screw wasn't moved I would look at the throttle plates first.
