The loader adds a couple thousand, and the cab looks factory, I don't see any improvement in value and I do see an expense for fenders. The "problem" with the tractor is only one of it being somewhat rusty. On the otherhand, a hasty, "half-assed" paint job will do it few favors either! If the material condition of the engine, transmission, hydraulics, etc is such that it runs well, it's still worth considerable. IF it had that hasty paintjob it might or might not bring enough extra money to cover the cost of having it painted, and a DIY hasty paint job might not be convincing.

What transmission (power shift or syncro), engine gas or diesel), hours on the clock, and location it has are factors you didn't mention.

My advice would be to do a thorough power washing of the tractor, and see if you can get $12K for it with the loader.

That's not a factory cab, it's a Year-round QT1, which is actually even better than a factory cab in a lot of ways. The tractor would probably bring more with fenders, and if the cab is in good shape you should be able to get something for it by itself. In fact you might even do better if you sold the loader separatly too, especially if it has an independant valve.
I agree about the halfass paint job though, might do more harm than good.
