GM Goodwrench just means that it is a replacement engine. What we need to know is what MODEL is the engine, perhaps a 6.2 litre Diesel? There could be problems that cause the injection pump not to be turning, and the little fuel that has come through could be forced through by the lift pump. The inlet screen in the pump could be clogged, or the transfer pump inside the injection pump could have failed. You could simply have not gotten all the air out of the fuel system. The lift pump (electric or mechanical, depending on application) needs to be functioning, and supplying fuel under 5 PSI or so of pressure through the filters, to the injection pump. Remove the return hose AND THE SCREWED-IN FITTING from the top of the injection pump to allow air to purge quicker. You need to have 12 Volt battery voltage to the largest tab wire connector on the injection pump, and you should hear a "click" inside the pump when the key is turned on, and the shutdown solenoid activates. If all the above checks out, and the engine has sat unused for a while, the metering valve (under the pump top cover) could be stuck in the "shut off" position, or worse, the little high pressure injection plungers (deep inside the pump) have been know to stick in the retracted position, so no pumping of fuel to the injectors is possible.
