I agree that it is probably a timing issue. A little more information would help, such as, does the popping go away when you apply a load to the tractor? Is there any chance that it still has the original load advance pump, or does it have the updated speed advance? What is the static timing set at now?

If the popping goes away with load applied, it is lack of enough timing advance. The load advance effect inherent to all D series pumps actually retards the timing at high RPM no load, not good. Sometimes with wear in the pump drive train, cam gears, oil pump gear and such, even with the speed advance added, you can't get enough timing to get all of the popping out.

It sounds like the fuel timing is not advancing properly. Put a plastic timing window on the pump, run the engine, and see if it's working. Ten minute job to check to check it all out and the timing advance is adusted with the engine running. You didn't say which pump you have, C series or the DB series. Different timing window is used for each.

Hey Jim; Is the exhaust smoke excessive? What color is the smoke? Does the engine start easily when it's cold? I'm thinking about pump timing. Were the fuel nozzles rebuilt too? May check your air filter for restriction also. Good Luck. Kenny
