70 Diesel Standard rear wheels

I am restoring a 70 diesel and trying to remove the rear wheels. I am able to get the bolts that thread into the sleeve loose as well as the jack screws but that sleeve is rusted tight. I have put PB Blaster penitrating oil on for a week with no luck. I didn't want to heat the cast afraid it would crack. Any tricks or suggestions?

I have a 50 and a 60 that were in the same shape,after twisting off a couple of the bolts,I made a wedge puller.Pull the 3, 7/8" bolts out of the front,bolt the puller to back side of the wedge into the 3 holes ,and pull against the wheel,at the same time keeping pressure on with the jacking bolts.It works great.
