My tractor will not respond to throttle controls.
When throttle is pushed on full it revs up slowly.
In reverse it also backs down slowly.

Also I am having trouble trying to get the rear wheels to slide in.

Joe, it's possible (if this is a Waterloo tractor) that your governor spring is getting weak. After a time they can get fatigued and not have the spring to them that they once had. If this is not the case, your governor to throttle rod adjustment may be off. It has been explained here many times. I prefer the 3/4 to full hole short setting to the factory half-hole short setting as it makes these tractors much snappier on governor response and is not enough different from the half hole setting to make them surge or hunt. Many folks adjust this rod to change their engine speeds, which is not the correct way to do this. Once this governor to carburetor adjustment is made it shouldn't be disturbed. The engine speed should be adjusted with the throttle stop bolt and the linkage going to the governor. If you have any other questions feel free to ask me or any of the other folks here. Hope this helps. Mike

Check to see if the throttle rod moves freely with out binding on anything.Have you had the tractor long? It could be old sticky grease on the governor shaft where the sleeve operates. You could be real careful and remove the left hand cover there is some spring pressure but not bad with cover off spray WD40 in on the governor shaft. You didn't say what tractor you have the rear wheels are sometimes tuff!
