Problem bleeding 4020 fuel system

I rebuilt the engine in a friends 4020 which had been sitting for 7 or 8 years. The transfer pump was bad so I replaced it. I cannot get the pump to fill with fuel. I checked the screen on the inlet fitting and that was clean. I removed the return fitting and put air to the inlet and it will let a little bit of air come through the pump but it takes a lot of pressure to do that. If I put air to the return port I can get a little more air to go through the pump but it still takes some pressure. Any help would be appreciated.

Lets clear the confusion up first.When you say transfer pump are you meaning the little pump with a hand primer lever on it or the transfer pump in the top of the injection pump?
Is there a free flow of fuel coming to the little pump from the fuel tank? Can you get it to pump fuel if the line is unhooked from the inlet fitting on the injection pump? The only air you will get by blowing through the injection pump is what little air gets by the vent wire inside the pump head.The vent wire is designed to break up air bubbles and let a small amount of fuel bypass the injection pump to cool and lubricate the injection pump.THat is why it takes so long to prime Roosa Master injection pump. The most likely causes starting from the fuel tank are: a plugged fuel line to the little pump.A bad check valve in the little pump.A plugged line going to the fuel filters,a plugged or water filled fuel filter.A plugged line going to the injection pump.A plugged screen inside the transfer pump regulator, a stuck transfer pump pressure regulating piston, a rusry vent wire inside the injection pump head,A plugged injection pump return fitting,a plugged return line. a plugged fuel tank cap. If the injection pump wasn't rebuilt when you rebuilt the engine then take it off and have it rebuilt.7or 8 years is more than enough time for the plasticast governor weight retainer seal to rot to pieces and plug the pump up.Good luck,bob
