JD 2010 Tach

My tach on my JD 2010 will not go below 1800 rpm when idling. At wide open throttle it reads 2400. I hooked my timing light to the engine to see what the actual was, and at wide open it was about 2150 - 2200 and at idle it was at 1100-1150.
My first assumption is the tach is bad. The cable turns freely and looks to be good, but I don't really know what classifies a cable as being bad. I took the tach drive assembly out of the engine block, and it had a lot of crud built up in the teeth of the gear, so I cleaned it up and it turns freely.

Any ideas on what I can do to isolate which component is the culprit here.

Ended up replacing both on my 1020 last year. I think if you can run the tractor without the tach you can see if the cable is turning.
