Value of 39 Hand Start A?

I have a fiend who has a '39 A hand start that he would like to sell. It is loose ( he adds Mystery Oil and turns it over regularly) but does not run. Carb and mag were "done" by someone. Tin is poor, tires are poor and don't hold air. Rims were fixed. I don't have any photos, but will try to get some. He does NOT have or do computers. He wondered if it was worth $1,000. Says it is complete. Seems to me it should be worth that much for parts. Engine and radiator have antifreeze in them, so block appears to be good.

A "Rough" 1939 "A" Sold at Bilers auction in new Holland PA for $300 Dollars several years ago. I have one that is restored and running with the correct 36 X 8 inch 3 piece rims. Not sure what it is worth, but then, it is NOT FOR SALE either. The correct mag for a 39 "A" is a Wico XP. The correct carb is a DLTX-18. Often these have been changed though the years. With the stock market the way it is , we might see more and more old tractors being drug out from behind the building to get (whatever money ) for them .
