I haven"t started my 720D for the first time yet. The rack is set at 13 with the throttle pushed all the way forward. But it doesn"t get there gradually, it basically goes from 0-13 with only a small movement of the throttle lever. Is this correct? I wondered if the engine has to be running so the governor acts to make the increase proportionate to the position of the lever.

Joel:

Yes, just a little throttle movement will send the linkage to the far end, because there is no governor resistance until the governor is turning. Once the engine fires and the governor weights begin to fly out, they will counter act the throttle force, based on its position, and the engine speed should come down to the equilibrium point of the governor force equalling the throttle spring pressure. Same thing occurs on a gas engine. Since the engine goes from 0 to say 800 rpm in just a couple of seconds, that governor gets into the act real fast!
