Didn't pay attention when I tore gov. apart.
Which way does bearing go onto shaft?Does fixed side go against weights?

Jeff, my I&T manual says nothing about the way the thrust bearing goes in so
I went into my old J.D. service manuals & with a lot of digging I think I
found what you are looking for... It says (M & MT).. "Place thrust bearing
into position on governor shaft with free thrust face (face which rotates
freely in bearing) toward governor case". that is an exact quote from
SM-2013
That would make sense to me because you would want the side that rides
against the fork that DOESN'T rotate with the shaft to have the bearing.
The weight side rotates with the shaft & doesn't need to have a bearing.
