My recently acquired JD 317 will race and slow down at about 1 second intervals after working medium hard and being removed from load, like the PTO shut off. Giving it less gas at this point usually kills it, putting it back under load will sometimes get it running smoothly again. Sometimes, I have to stop and wait a while. I'm not motor fluent, but what looks like is happening is the lever attached to the motor end of the throttle is going back and forth, and that is opening and closing what I believe is the little flap in the carb, but I can't be sure, I don't have tractor or motor manuals. Anybody out there have any clues about what

John, I bet if you try to fine tune the Carb. on the low speed and High Speed needles it will cure your problem. What has happened is one or both needles have vibrated out of adjustment. As for as the rod moving back and forth it should when the carb is out of adjustment, you put the engine under a hugh load, or you start the 317. It is the control rod from the Goveror arm. This rod tells the carb butterfly how much to open and let more fuel into, or less fuel into the cylinder. Do not adjust that rod you are talking about. After you adjusted the needles try the PTO engaged and move the throttle from idle to high speed. If it hessitates then open up the idle needle until it has a smooth transition between idle and high speed. Hope this helps you.

Check that there is good fuel flow into the carb. Your carb main jet may have a restiction causing it to hunt. Also that linkage you mentioned sound sloppy. Tighten it up.
