When re-assembling, be sure to adjust the bearings properly. The IT manual does a good job of explaining how. If you don't do this & seal the one ring to the axle, your new brakes will soon be oil soaked & no longer work well. BTDT.

After removing the axle and housing from the tractor, place the assembly upright, so that the end of the axle that the wheel goes on rests on the ground. Then, if you (carefully) lift and drop the assembly from a few inches high, the weight of the housing will free up the axle and brake drum together. It might help to twist the brake adjustment bolt to free up tension from the brake shoes. There is no need to separate the axle from the brake drum.

Be careful when reassembling. I broke one of the brake shoes when putting it back together. Again, the weight of the housing makes it difficult to be gentle when trying to get the drums over the new brake shoes.
