JD 3020 Burning Oil

I have a 1970 John Deere 3020 that is burning oil the tractor has 1675 orignal hours. The tractor has pleanty of power, but is fouling plugs. The tractor does show some blow by out of the valve cover tube.I had the head reworked and still have the same problem. It would be hard to think the rings are gone at 1675 hrs. All of the filters are new, does anyone have a suggestions.

Saw a 1530 and 4030 JD that wore out the rings and liners in about 1500 hours or less once. IN one case someone left the air filter loose and it sucked in dirt, on the other they used too much either to start and burned holes in the air filter and sucked in dirt. Are you sure of original hours or could the tach have been changed at some point? You might check compression. Also may have been a case where it wasn't broken in properly and rings never really seated right. Good luck on it. I used to install rebuild kits for these tractors from JD. Supposedly you could just pull the piston out of the liner enough to install pin and install them. I always pulled them all the way out though because some came with ring grooves lined up.
