Joey,
A lot of people have had problems even after having their carbs rebuilt by professionals (?). Do a search of this site and "Rummy's John Deere Bulletin Board" and you will find diagrams showing exactly what passages need to be cleaned, and how to clean them. It isn't too complex, once you know what needs to be done. (That's not to say that the governor is not the problem, but maybe this is a simpler solution.)
Good luck, whatever the problem turns out to be, let us know how you found and resolved it.

Pull your choke out slowly when it is running,if it smoothes out some you probably have a piece of dirt in carb, sounds like it is starving for fuel.

Does the throttle open and close, open and close, when running at idle? If so, you are starving for fuel at idle. Clean out the idle passage. If not, please give more detail on what is wrong.
