Joe,
I would try opening the load needle a full turn (another 1/4 turn from where you have it.) Have you had the carburetor apart for cleaning? Sometimes there are passages that are easy to overlook that need cleaning (reaming) out.
(My manual says the adjustments should be made when the tractor is warm and at 3/4 throttle.)

Start with it out about 1 1/2 turns. Then what I do, is after the tractor has warmed up a little, open the throttle wide, watch the exhaust as you turn the screw out a little tiny bit at a time. If it smokes black, you are getting too rich, and then back off a little bit. If all else is well, it should be ready to pull something. If you have something to pull, it may still need a little more gas.
