2010 Stuck throttle lever

I've got my 2010 running and all thing seem to work well enough except for the throttle lever is stuck tight. Any Ideas on how to loosen it?

This is kind of a wide open question. If you have looked at all the obvious things, it is probably rusted tight right below the steering wheel on the column.

Acouple of things could be frozen. There is a friction clamp that acts on the bottom of the throttle tube. The throttle tube has four splits at the bottom that permits the clamp to squeeze the tube. Under that tube is a friction pad rapped around the steering tube and cover assembly. That friction pad could be wadded up or siezed to the throttle tube. I have also found that when I pressure wash the tractor in the fall, I have to take all of the linkage balls and linkage pivots apart and grease them, or come spring rust has set up and make the linkage tight.
