My 60 backfires every once in awhile at medium to slow rpms. There is some small exhaust leaks in the ehaust pipe. Could this be causing this?

John, yes, an air leak into the exhaust system can & often will result in popping & firing in the muffler as it allows the remaining fuel in the exhaust to ignite. This usually happens at idle when the mixture is richer & incompletely burned & on overrun/decel when the throttle is closed & the vacuum is high resulting in not enough air entering the low pressure side of the carb to mix with the fuel being pulled from the idle #1 orifice..

your carb settings are off. an exhaust leak wouldnt make any difference at all.
