My fan gears are not staying meshed with the governor gears, the spring is still working. It looks like on the fan end there is a spacer and it appears to be too far down on the shaft. I'm thinking about pulling the beveled gear on the opposite end and moving this spacer up some. This tractor was in pieces when I bought it and I don't know who has done what. I appreciate any advice you can give.

Steve, can you explain your problem in a little more detail. ~You said; "my fan gears are not staying meshed with the governor gears", if the rear fan shaft bearing is still there & installed correctly & the governor & fan shaft gears are in good condition, I don't see how the gears couldn't stay meshed. ~If the fan shaft rear attachment gasket (shim) thickness was incorrect I could see the mesh being incorrect & the fan gear to governor gear mesh being too loose or too tight & making extreme noise but they would still be meshed together.
~If the spring on the front of the fan shaft was not maintaining tension or the front spacer or was rusted tight on the shaft I could see the gear engagement being off & noisy, but they would still be meshed.
~About all I can think of is you have something installed incorrectly in the fan shaft rear bearing area, or the governor bearings are severely worn causing the governor gear to be in the wrong position, or the governor is assembled incorrectly, causing the fan drive gear to be in the wrong position, or the teeth are worn off the gear(s).
~Does the fan shaft have any fore/aft play when assembled in the tube with the spring & fan installed? (it shouldn't)
~Does the fan or governor gears have any sharp knife like edges on the teeth? (they shouldn't)
~Probably the best thing to do is pull the governor off the tractor, then install the fan tube & shaft in the governor, then turn the governor upside down so you can see the gear mesh, now you will be able to see if the governor gear is too far from the fan shaft gear or the fan shaft gear is too far forward. When they are in correct engagement the gear heels will line up & there will be about 1/2" of rotational movement in the fan blade tip.

I haven't actually had to fix this problem but read before that this has a lot to do with the shim gaskets that connect the fan to the governor and the one on the left end of the governor. Not only are these gaskets to keep the machine sealed, they also are spacers that make sure the gears mesh right. If the worst happens, 44 B's are common enough that you could find plenty of parts tractors to get what you need.
