Are the pressed steel wheels supposed to be mounted with the dish out and hub clamps mounted on the inside?

Normally the hub and clamp are on the inside, so you can remove the tire and wheel instead of loosening and removing the hub. This also allows you the option of the greatest width. The only reason to put the hub out is to make the tractor "tipover" narrow.

Like Tom said. They can go either way. Just depends on the tread width you want.

You can mount them either way. It depends on your preference and the distance you want or need on the width of the rear tires. They are designed to go both ways.
