i have it off the and i got the cover off. The springs look good. The pedal goes down. Does not spring back. Should i replace4 springs. and grease it all up?? WHat else could i do please help

Had this on several tractors, generally ones that have set a while. Providing the springs are not broke you will find the problem in the pedal bushing. Remove, polish on wire wheel, add a little antisizee, and they should pop right back. In other words a complete cleanup.Russ

39B, the cam must be free to slide in it's hole & the rollers must be free on the shoe pins, the rollers also must ride in the machined area in the cam ends & not be so loose that they ride outside the cam machined grooves, the sides of the rollers must square & not rounded or tapered.
~ If all is well there & the springs have enough tension to pull the shoes together, the pedal should return. You might have to install the drum to see if it works, if the drum isn't there to limit pedal travel the pedal will move far enough that the rollers are too far around the end of the cam & it won't return. If after the drum is installed the pedal still doesn't return you might have to replace the shoe return springs.
~Use a good quality waterproof high temp molly grease on the cam, rollers & adjuster during re-assembly.

If the springs are good and tight, I beleive it needs more of a good clean up and greasign and adjustment. WE clean and wire brush all the pins and cam and adjuster and coat with a light cover of anti sieze lube then adjust properly. Try all that before you resort to new springs. Ol John T in Indiana

I just repaired the same problem on my 52A this week. Remove the brake pedal and with a block of wood drive the cam out. clean the rust off the cam and out of the hole it came out of, put a small amount of grease on the bolt and put it back together. If your's is like my A go ahead and clean the adjustment screw as mine was frozen up also. Had to use heat to get them free.

well I aint Clooney nor do I have the knowledge he does but I think if all is free inside and they wont spring back you got it out of sequence. When you depress the pedal the cam starts to put pressure on the spring so you got to get it back in time .
