The tractor starts hard and I think it is the magneto but I'm not sure I have the mag off the tractor and when I rotate the shaft there isn't any clicking or snapping for the slow speed spark. It feels like spinning a distributor when it is off a engine. Is this normal?

Rex, as Walt said, it should wind up and trip/snap over in one direction but not the other. The snap direction is the same it turns as u turn the crank like youre startign it. If its a mag and not a battery powered distributor, it either has none or only a grounding kill switch attached, while if a battery powered distributor, you need a battery of course plus a feed wire to it that is hot when an ignition switch is turned on. The most frequent cause of weak mags are broken or weak trip springs, pitted or corroded or misadjusted points, bad conensors or coils plus bad caps etc. Good luck Ol John T

Holding the magneto in the palm of your left hand, are you turning the lugs (the part that couples to the tractor) counter clockwise? It will not impulse (click) otherwise.

Another thing, you might have a distributor that looks like a magneto. The wico distributor looks a lot like the wico xh magneto, and uses some of the same parts.
