39B, the nut & washer needs to be removed then you should be able to rap the end of the brake shaft (the threaded end) with a brass hammer or brass bar & hammer (do not beat directly on the threaded end with a steel hammer)
~Sometimes a little heat is needed on the pedal where the shaft goes through it to get it to come loose. ~You might want to re-install the nut loosely without the washer but don't beat on the nut, or thread damage can result.
~If it has been together for years you might need heat.
~If it is really stuck I have had good luck by holding a big hammer on one side of the pedal casting that the shaft goes through & rapping the opposite side with another hammer (there is a taper to the pedal & shaft & by hitting the side of the pedal casting while bucking the other side, it slightly opens the casting & works the pedal off of the shaft) ~You might want to mark the pedal to shaft with punch marks before removal, you don't have to be a rocket scientist to figure it out on re-assembly but punch marks will take the thinking out of re-assembly..... ....
