Take the right size nut hold it over the screw head weld it on turn it out with a wrench. the welding heats the bolt to free it and the wrench is much nicer to turn.

Heat them with a propane torch, then give them a slosh of Blaster. Repeat. If you have an impact driver use that, or get a phillips and tap on the end with a hammer while twisting. If that doesn't get results, use a cold chisel at the circumference. I try and turn them both ways until they are loose. I believe persistent patience gets better results and takes less time than brute force.

HEAT THEM UP. AND GET A IMPACT DRIVER. WORKS GREAT.

Heat the screw heads red hot with a torch...clamp on a good set of vice-grips and turn them out. They may need to be heated up more than once. Same with the rest of the bolts in the radiator. Those that twist off will usually leave a quarter inch nub...heat these again and use the vice-grips...those that don't come out this way (and some of them won't) drill out and re-tap.

The ones in my 46 B were stuck too. I just knocked the heads off the screws and removed the shutters. Ground the ends of the bolts off flat with the surface, center punched them and drilled them out. Then retapped the holes for new screws. You may have no other choice.

I don't know what model tractor you're speaking about, but I checked the parts cd-rom for the new-styled "A", and those shutters were held on with 5/16" x 1/2" long bolts.

The standard drill size for a 5/16" tap is a size "F", which is .257" dia. If you had to, use a 1/4" bit, and let it wobble just a tad, and you'll have a suitable hole for 5/16" tap.
