Joe: Yep, all those bolts come out and the core, top tank, bottom tank, and two side panels will be liberated. You might break off a couple of bolts, but if you use some penetrant before you start it can help. I used propane to heat all the bolts that went into the cast (I wasn't too worried about the through bolts with nuts), heated them twice, with oil in between, and still I twisted off three. I got those out by welding a nut to the shank, then heating again. Chase all the holes with a tap. As far as painting the hood, I have used spray cans myself, and you can get pretty good results. But the quality of the paint itself will not be as durable as if you go with a spray gun mix with hardener. If you have a buddy that's got a small compressor, it's not a big job. Also, it depends on the balance of the paint on the tractor. If it's just kind of ok, then heck, a spray can job will only make it look better. Sorry if I didn't make up your mind for you :)...
