1952 B speeds up then slows down ???????

I have a 1952 B that speeds up and slows down when ever you add or subtract a little load. The the speed change is dramatic and long in the response. Could this be a governor problem. I have a 1951 A and it runs very smooth. It only speeds up or slows down accordingly with the load you put on it. Where the B seems to be a slower and more drastic response that lasts a long time.

MY 52 JD 60 WAS ABOUT THE SAME WAY, HAD CHECKED EVERYTHING, FINIALY CHECKED GOVERNOR SPRING, IT WAS BOWED, SHOULD BE STRAIGHT, GOT A NEW ONE, CAN'T STRAIGHTEN THEM OUT AS THEY ARE MADE OF SPRING STEEL, MADE IT FEEL LIKE A NEW TRACTOR

The typical late "B" has very quick reacting governors--if they are adjusted properly... If you think the governors are ok, then it probably will be the adjustment of the rod length, between the governor and the carburetor.. On my "60", if that rod is adjusted a little too short, the RPM's will "flare up", when you give it some throttle.... Too long, and they are slow to open, under a load... Adjust it w/ engine off, and throttle at slow speed idle position.
