Johan, a Baker Fan does just what you describe. The one that I have seen & used is a flat bladed fan with 4 blades, the blades are about 2 feet wide by 3 feet long. The axle has a belt pulley, the stand is staked to the ground. About 15 HP is required to turn it at 275 rpm, about 30 HP for 350 rpm, about 65 HP for 450 rpm, etc. You belt up, turn the fan at full power, and adjust the carb, timing, etc. It is good to have a second person with a tach on the fan shaft.
The fans were invented in the 1800's and they were first used to break-in the steam engines at ship yards. Later they were used by farmers to load/test the steam engines that powered the threshing machines. My little JD H turns it at about 275 rpm.

If you can locate a tractor show around your area this summer see if they have a "Baker Fan" it is just a fan with 4 square blades start out with the largest pulley on the fan and try it out the way these work is the faster you can turn them the harder they turn. Later
