i took the power trol off again for the thousandth time, and when i turn the pto shaft oil comes up from the pump, so i know the pto pump gears are working, and still when i lift up on the lift arms then let go, it stays up strong, and when you push the handle back, it goes down. the hydrolic fluid is full. it doesnt make any noise when you push the lever forward, just as if the pto wasnt running, but it is and the darn thang still dont work. this is a 1946 B

Joe, pull the relief valve out & look for something caught in it. If it's stuck open you won't make any pressure.
~It sounds like the control valve is at least partially working due to the fact the 3-point will stay up if you lift it up & will lower when you move the handle
~My money is on a [stuck open] relief valve..... ...
