I spun the pto and the valve came out, i guess it wasnt stuck. What is going on? i cant figure it out! so we know that oil is coming to that valve, but why isnt it making it to the clyinder?

Joe, you are getting to the point of frustration. ~I really don't know what else to tell you to try. If I were working on that unit I would put a pressure gage with shut-off valve across the remote ports to see if I was actually getting pressure from the pump. Just because it pushes a little oil at slow PTO speeds doesn't mean it is pumping oil with any pressure behind it when running.
~Did you take ANY other bolts or caps out of the power-trol valve housing during removal [even for a second or by mistake? [if so which ones]
~Are both the round & square hole between the valve housing & rear housing open & not blocked by the gasket?
~Did you put the pump gears back in the same way they were removed [one didn’t get flipped over did it?
~Is the pump gear drive key [positively] between the PTO shaft & the pump gear?
~Was the pump housing worn? If so did it get put back in the exact same place?

Im just as confused and mad as you, but when i took it off, all i did was replace gaskets.i took the pump gears out just to replace the old gasket but that was it. i didnt even touch the power trol. i only have a engine compressor tester. Will that work or where can i get one for testing oil pressure? what should it put out? sorry for all you trouble.

Joe, you will probably need at least a 1000 lb gage & a 1500-2000 would give you a safety margin.
~You will need to install a pair of remote adapters then rig a hydraulic hose with the gage in it, place a high pressure shut off valve in the line between the gage & the upper outlet then once it is running at fast idle move the operating lever to the raise position, then slowly close the valve & watch the pressure, it should climb to 750-1000 lbs. If it doesn't either your pump in N/G, the operating valve is malfunctioning, the pressure regulator is malfunctioning, or there is an internal leak.
~You could probably do a quick test just to see if the pump is making pressure by installing a single remote adapter in the upper outlet, then plugging it off with a pipe plug, then running the tractor & moving the lever to the raise position [if the pump is making pressure you should hear the pump moan, & the pressure relief valve open & make hissing or buzzing a noise]
