Water pipe on A w/ water pump half closed?

49A lower water pipe looks like it was cast with half the round end closed off. I know the tractor was converted to have the water pump added later because it ran too hot. I was wondering if anyone knew why the pipe would be that way? The pipe hole has either the lower half or upper half (I cant remember which now) cast closed. Since this pipe probably was changed when the water pump was put on (I believe they have a smaller diameter than the thermosiphon units) why would they close the thing up? Was this a mistake in the casting?

I have seen this on this board before. It is to slow the water down so it has time to cool in the radiator. The pump will pump it to fast. A little restriction will slow the water down. Give it time to cool. Don't remove it.
