Model A carburators

We seem to be having problems with the float settings on late model A's. We cannot get the needle to seat no matter the float setting. We have put new parts in but no luck. Any ideas would be greatly appreciated. Thanks.

Jeremy,
Clooney's last suggestion is real important. I had a problem with several tractors siphoning gas and could not figure out why.
Roberts carburator repair tape #2 gave me the clue and was surprised how many tractors had this problem. Look at the vent in the top of the carburator body just above the float. It has to be open. Easy

Jeremy, first make sure the float isn't fuel logged [full of fuel]. If that is ok pull the float bowl completely off the carb & plug the bottom hole with a cork, then rig a fuel supply to the inlet fitting & watch the float bowl for fuel entry.
~Over the years I have found a few that have had porosity at or around the seat area in the carb casting [the carb casting around where the needle screws in] due to a casting defect or rust through].
~If the fuel only leaks with the float bowl installed & not away from the carb suspect a plugged bowl vent that is allowing the fuel to siphon out of the main well & into the carb throat..
