50-52 B wont run after pro carb rebuild

Were not sure of the year, but know its a 50-52. It ran pretty good, not real good though before, we sent to get the carb rebuilt by berys or someone like that, and when it came back they said it was tested on a tractor and did great. WELL, NOW MY B WONT RUN. It will run a little, it goes(hit,mis,mis,mis,mis,mis,hit..... . the throttle on the carb goes full and hits and then down and full and down, it wont run at all. tried all the adjustments and didnt help. Sent the carb back and they said that they tested it twice again and worked fine, the said the governor is messed up. If thats so, why did it run before the rebuild? could it be ignition? thanks

Joey, you sure didn't give us much to go on.
~I guess you will have to start with the basics:
~Does running with the choke on help? [if so suspect the carb]
~Open the carb drain valve & see if you are getting a pencil sized stream of fuel from the drain for at least 30 seconds [if not find out where the restriction is]
~Disconnect the linkage rod to the carb & move the carb throttle lever by hand [if it runs good that way suspect the governor]
~Install new spark plugs just to eliminate that as a cause [partially fouled plugs can be hard to diagnose]
~Take an old spark plug & open the gap to about 3/16" then install in one wire at a time & make sure you have a blue spark that will jump that gap multiple times in a row.
~To do an initial adjustment on the carb; set the load needle to 1 turn out from seated & set the idle needle to 2 turns out from seated. Then adjust from there when warm.
~Make sure you don't have any vacuum leaks at the carb & manifold.
~If you still suspect the carb, try to borrow a known good carb & try that on your tractor.....
