I gave 800 for one in worse shape than that 2 years go. Why don't you let him set the price? You might get it cheap. If you get it plan to spend some money on it. I've got prob'ly 3500 wrapped up in mine now, and still need a few things. I got to drive it for the first time last week, so it's coming together. Good luck with it.

Justin, Without seeing the tractor or knowing it's history(why it was left set)its hard to give a reasonable figure to it's value.I purchased a "Stuck" H 2 years ago with the same sort of story. When I tore into it I found wore out cylinders, valves, pistons, etc. As of this date I have about $1500 in new parts and machine shop costs (counting rear rims and all 4 tires) and still must have it painted. By my estimation, when complete, I will have invested $3000 in this little gem including the purchase price. While that sounds extream, a good running unrestored H with good sheetmetal and tires is selling between 2000 & 3000 dollars. Non-running units between 500-1500 dollars. If you decide to part it out you should have no trouble finding buyers for the parts. Personally I would rather bring it back to life then part it out.
