MH Governor Adjustment and Operation

I'm having trouble adjusting my governor
with the carb on my MH30. I suppose it's the same
procedure for most MH's. On acceleration and load the governor should kick in but it doesn't.

I took off the carburetor to governor rod to
test the governor. When I accelerate by turning
the butterfly valve by hand, the top of the
governor arm goes toward the front of the tractor. When I decelerate it moves back. Is that enough of an indicator to verify it's working.? Is that
enough force to move the rod?

As far as adjustment goes, my quadrant works
from front to back rather from left to right. Idle
is full forward and acceleration is a pull toward me. My manual says to first "set the throttle 2/3 of the way down on the quadrant". Does that mean 1/3 up from the idle position, or 2/3 up from idle?

Any help would be appreciated.

The only ones I've ever done ar with the standard "notches" under the throttle lever. What it boils down to is put throttle at 3/4 open (with motor shut down). Disconnect the linkage from the gov to the carb at the clevis end and open the butterfly all the way. Adjust the clevis so that it matches with it's holes as best possible. (remember that a little play in the holes or pin can really throw you off or cause surging). Also make sure that the rod in the throttle spring (if you have one - you'll know what I mean) is touching the bent linkage attached to the gov.
