Hi John - Sounds as if you have the two stage clutch and the ground speed/engine speed PTO, rather than an independent PTO. Same as mine. The dragging PTO shift is usually caused by wear to the PTO clutch disk, and increasing clearance on the secondary pressure plate adjusting screws. These are three 5/16" cap screws with lock nuts around the perimeter of the pressure plate, visible from the inspection hole under the flywheel housing. Factory says .080 - .090" clearance on the heads of these. We find this doesn't always work, and reset to .055 - .060". This gap determines when you start to feel the increased pressure on the clutch pedal about half way down. Less gap moves pressure further up, allowing PTO clutch to fully release by the time the pedal hits bottom. You need a really good wrench to adjust those screws - they are usually very stiff. A worn wrench will round the corners of one or more of the 6 bolts or lock nuts, so you cannot finish the adjustment. Then you have to split the tractor..... Hope this helps.
