Kelley 40 hoe

I have a kelley hoe on my 35 utility. It has the following problem. I extend the dipper and the boom so that the bucket is straight out behind the tractor about 10 feet and about 1 foot off the ground. Then if I go back to the bucket and push side to side on the bucket it will move in one direction and not in the other. Standing behind the bucket looking forward towards the tractor the bucket will not move to the left if you push on it by hand. If you push to the right the bucket will move about 1 foot. then if you push it back to the left it will go back to where you started. Then if you push it to the right again it will move about 2 feet. If you push it back to the left again, it will go back 2 feet to the first starting spot. This increasing pattern of movement will continue until the hoe moves a full 90 degrees to the right and back to the center position in one movement ( by hand ). It will never move to the left of the starting point. Does anyone have any idea if the problem is on the cylinders or the control valve? Other than that the hoe works fine. Under power it will swing full left or right.

I would say it either a bad valve or the cylinder that push to the left has a bad piston seal letting the oil bypass.
